मुंबई : (Auto Rickshaw Permit) राज्यातील वाढती वाहतूक कोंडी आणि शहरी प्रदूषणावर नियंत्रण ठेवण्यासाठी राज्य सरकारने महत्त्वाचा निर्णय घेतला आहे. परिवहन मंत्री प्रताप सरनाईक यांनी जाहीर केले की आज (9 मार्च) पासून राज्यभर नवीन ऑटो रिक्षा परवाने देण्यास तात्पुरती स्थगिती देण्यात आली आहे. मंत्रिमंडळाशी चर्चा करून स्पष्ट धोरण (SOP) तयार झाल्यानंतरच पुढे नवीन परवाने देण्याबाबत अंतिम निर्णय घेतला जाईल. सरनाईक यांनी सांगितले की राज्यातील मोठ्या शहरांमध्ये ऑटो रिक्षांची संख्या झपाट्याने वाढत आहे. विशेषतः मुंबई आणि उपनगरांमध्ये रिक्षांची मोठी संख्या असल्यामुळे वाहतुकीवर ताण वाढत आहे आणि कोंडीची समस्या गंभीर होत आहे. त्यामुळे काही काळासाठी नवीन परवाने देण्याची प्रक्रिया थांबविण्याचा निर्णय घेण्यात आला आहे. त्यासोबतच, या संदर्भात राज्य सरकारने रस्ते वाहतूक आणि महामार्ग मंत्रालयाने (केंद्र सरकार) यांच्याशी पत्रव्यवहार केला होता. त्यानंतर केंद्राने स्थानिक परिस्थितीनुसार निर्णय घेण्याचा अधिकार राज्य सरकारला असल्याचे स्पष्ट केले. तसेच मोटार वाहन (दुरुस्ती) अधिनियम कायदा २०१९ आणि मोटार वाहन अधिनियम कायदा १९८८ मधील कलम ६७(३) नुसार राज्य सरकारला प्रवासी व मालवाहतूक परवान्यांबाबत बदल करण्याचा अधिकार आहे. परिवहन विभागाच्या माहितीनुसार, सध्या राज्यभरात सुमारे १४ लाख ऑटो रिक्षा परवाने वितरित झाले आहेत. काही ठिकाणी एकाच कुटुंबातील अनेक सदस्यांना परवाने मिळाल्याच्या तक्रारी आहेत. तसेच काही प्रकरणांमध्ये बेकायदेशीररित्या परवाने मिळाल्याच्या तक्रारीही सरकारकडे आल्या आहेत. (Auto Rickshaw Permit)
यामुळे परवाना प्रणाली अधिक पारदर्शक करण्यासाठी आणि वाहतूक व्यवस्थेवर नियंत्रण ठेवण्यासाठी हा निर्णय घेण्यात आला आहे. विशेषतः ५ लाखांपेक्षा जास्त लोकसंख्या असलेल्या शहरांमध्ये ऑटो रिक्षा परवाने देण्याबाबतचा अधिकार राज्य सरकारकडे आहे. (Auto Rickshaw Permit)
